I. INTRODUCTION
~ On January 13, 1982, the Advisory Committee of the Navajo Nation (NTC) designated the Division of Social Welfare by Resolution ACIA-5-1982, within the Executive Administration of the Navajo Nation government, to exercise the provision of the child care services. The Child Care Program was establish to support and promote the families' effort to become economically self-sufficient and to prevent child neglect. The Child Care Program provides an opportunity for parents and families to become self-sufficient, improve their education, learn new jobs skills, achieve, and maintain an independent economic lifestyles.The child care services promote physical, social, emotional, and intellectual development and growth of the children and provides a safe and healthy environment for the children who are cared for in these facilities.
II. GOALS Of THE CHILD CARE PROGRAM:
~ The goal of the Navajo Nation Division of Social Services Child Care Program is to promote and maintain family stability and self-support by providing services for day time care and supervision for children of working parents or those attending training, schools, or participating in TANF. The Navajo Division of Social Services Child Care Program is funded by the Navajo Nation General Fund, Parent Fees, Child Care & Development Fund Program, Department of Economic Security, and Arizona Child Care & Adult Care Food Program.
III. ELIGIBLITY CRITERIA:
~ The Navajo Nation, Child Care Program will serve families/children with income falling within the Child Care & Development Fund Program Income Eligibility Category.
a. All intakes for Child Care Assistance and Child Care Services will be performed by the Child Care & Development Fund Program. Eligibility for Child Care Services and issuance of Child Care Certificates well be performed in accordance with the Child Care & Development Fund Guidelines.
b. Families/Children determined eligible for Child Care & Development Fund will be referred to Provider(s) of their choice.
c. Families who are determined not eligible, example income exceeding the Child Care & Development Fund Poverty Guidelines will also be referred to providers of their choice.
IV. CATAGORIES OF CHILD CARE SERVICES:
a. Full Day Child Care - child must be under the age of 15 years old and not attending school.
b. Before & After School Child Care - Child must be under the age of eleven (11), and enrolled with a school.
c. Emergency Drop In Service (Accepted ONLY when an enrolled child is absent).
V. PRIORITY:
~The Following order of priority shall apply when approving applications for child care services:
a. Child Protective Services referrals.
b. Employment: At, or below the Poverty Level Guidelines. Basic Skills Education (High School); At, or below the Poverty Level Guidelines. Vocational Training; At, or below the Poverty Level Guidelines.
c. Education or Training: At. or below the Poverty Level Guidelines., Client determined not eligible by the Child Care & Development Fund Program and referral to the provider.
d. Employment: Income exceeds the Poverty Level Guidelines.
e. Emergency Drop-In Services.
VI. HOURS OF OPERATION:
~The Child Care Centers will be closed on week-ends, legal holidays, and other declared holidays by executive order of the Navajo Nation. Parents will be notified of other non-services days at least 48 hours in advance.
a. The Child care will be will be open at 7:30 a.m. and closed at 5:30 p.m., Monday through Fridays.
b. If any child is not picked up from a center by 5:30 p.m., a late charge will be assessed in the amount of $5.00 per child for every 15 minutes period or any part thereof.
VII. DAILY PROGRAM AND ROUTINE ACTIVITIES:

VIII. SIGN IN AND SING OUT RECORD PROCEDURES :
~Sign in and out record is vital document to verify the dates and times the children are in care, and to calculate and record child care services billing and payments.
a. All entries on the sign in and out record must be legible and in black INK.
b. The sign in and out record shall indicate, for each day and for each child in attendance, the time in and the time out, including any times the child arrives at or leaves the control of the providers.
c. The parent, legal guardian, or adult person authorized by the parent(s), or legal guardian(s) must take time entries.
d. Child(ren) will not be released to a minor, unless he or she is the parent.
e. Time in entries may be made by the provider for child(ren) attending the After School Child Care Program, applicable only to those children, who are transported directly to the center from the locals schools.
f. Signature must be minimum first initial and full last name.
g. Pre-signing (signing of the sign in and out record before care is provided) is not permitted.
h. Failure to comply with above requirements may result in audit exception and non-payment of, or mandatory reimbursements, funds to Department of Economic Security, and/or Child Care and Development Fund Program.
IX. CHILD'S PERSONAL ITEMS
a. Children should wear suitable clothing and shoes for outdoor and indoor play, and children who are walking must wear shoes at all times. *NOTE:Children learn by playing and do hands-on activities.*
b. Children should not wear valuable jewelry to the child care center. Child Care Center will not be RESPONSIBLE for lost articles.
X. PARENTS' RESPONSIBILITIES:
a. Involving themselves in their child(ren) early learning, and visit with the Child Care Staff.
b. Toys, candy, pop, gum, food, or money are DISALLOWED, children tend to want what other child has and often leads to disagreements.
c. Reports changes in writing, example: change of employment, income, addresses, etc. Failure to report change within 5 days may result in service termination.
d. Parents of children with special diet must provide a statement signed by the attending physician, statement should include listing of food that is safe for the child to eat.
e. Provide prepared infant formula (labeled) for infants with specific written instructions including child's name on all proper feeding utensils. Example: Recommended schedule and feeding.
f. Provide adequate supply of disposable diapers for child(ren) not yet toilet trained. Toddlers are toilet trained with the help of their parents. Parents are encourage to continue their child's toilet training at home, and provide adequate supply of training pants.
g. Mark all belongings, especially clothing and items for infants and toddlers to avoid loss.
h. Provide items for child(ren)'s personal hygiene, i.e., toothpaste and toothbrush, lotion, comb, etc. Do not forget to mark items.
i. Provide a small light blanket for child(ren)'s nap. *Recommended to have parents was the blanket weekly. Blankets will not be washed at the child care centers.
j. Provide a written notification to the Child Care Program if you will be out of town and include the name of an adult to be contacted in case of emergency, if other than the pre-authorized emergency contact person.
k. Questions and concerns should be brought to the attention of the Supervisor without delays.
l. Participate in the Parent Advisory Committee Meetings, fund raising activities.
XI. FEE AND PAYMENT:
a. Emergency Drop-In Services (per 1 child) $ 3.00 per hour, or $ 25.00 maximum per day.
b. Child Care & Development Fund Eligible parent(s) are responsible and/or legal guardian(s) are responsible to pay the full child care rates for the days the Child Care & Development Fund child care assistance is disapproved for payments.
XII. DELIQUENT FEE POLICY
a. If the child care fee is not paid by close of business on Tuesday, following billing statement; child care service provider shall give a "Delinquent Notice" to the parent or person responsible for paying, A request for payment before close of business on Thursday.
b. If the fee remains unpaid by close of business Friday, parent(s) will be given a notice stating that services will be terminated by 5:30 p.m., Friday and the child(ren) will not be accepted at the center thereafter.
c. Vacated position will immediately be filled to maintain full enrollment; no position will be reserved.
d. Request for child care serves after the child care fee is paid in full, will require a new intake at the Child Care & Development Fund Program Office.
XIII. BIRTHDAYS:
- Parents are welcome to provide a "treat" for each child in the group; however, advance notice must be given to the child care workers and no more then one party in the same classroom within one week.
XIV. SECURITY:
- Children will not be released to the parent(s)/legal guardian(s0, or adults (18 or over) and who have been authorized by the parent(s) or legal guardian(s).
- Child Care abides by all legally served Courts orders, a copy of a certified Court Order regarding parental custody matters must be on file in the child's folders.
XV. CANCELLATION OR TERMINATION OF CHILD CARE SERVICES:
Position (spot) will not be reserved when services is terminated due to any of the following reasons:
a. Failure to pay child care fee on a timely basis.
